Sabre Announces Formation of Expert Team to Refine Bioterror Emergency Preparedness and Response Solution

BIORED™ Solution Expected to Dramatically Enhance the Capability of Organizations to Respond to Biological Terrorism and Other Potentially Catastrophic Biological Events

Albany, New York — July 31, 2003 — Sabre Technical Services, LLC. (Sabre), today announced the formation of a team of industry experts that will refine Sabre’s emergency preparedness and response solution for organizations worldwide. A veritable who's who of bio-response players, the team includes John Mason, President and CEO of Sabre Technical Services, Karen W. Cavanagh, Douglas Stutz, Ph.D., and Terrance Leighton, Ph.D. among other industry heavyweights.

The team is currently refining Sabre’s solution BIORED™, short for biological event readiness, emergency response, and decontamination). The solution combines Sabre’s planning, preparedness, response and remediation services, Sabre’s products, and leverages both the world’s leading biological event response experts and area-specific first responders. Sabre began packaging its solution on the heels of the successful response it led to the real-world Anthrax attacks on Capitol Hill and the United States Postal Service facilities. In the short term, the team's solution will provide city governments and corporations with a rapid bio-terrorism response plan and the necessary people, tools and resources to appropriately manage a potentially catastrophic biological event. Longer-term solution components include more extensive first responder training, site-specific infrastructure preparedness, onsite responders and remediation support.

Sabre will market its BIORED™ solution to government and commercial organizations worldwide. Summary Biographies

John Y. Mason

Mr. Mason is the President and CEO of Sabre Technical Services, LLC and a Principal in the affiliated firm Sabre Oxidation Technologies, Inc. Through the Sabre companies, Mr. Mason develops and implements remediation solutions for complex contamination problems, such as the Bacillus anthracis (anthrax) contamination at the Hart Senate Office Building and the Brentwood Postal Facility in Washington, DC. Mr. Mason has been actively working as a chemist in process design and operation applications for over eighteen years. During this period he has authored over thirty patents and has published papers on various industrial processes and technologies. His work has been performed on all continents with the exception of Antarctica and in most major countries. His primary work has been related to chlorine and chlorine dioxide generation and analytical chemistry, process design and application technology.

Karen W. Cavanagh

Karen Cavanagh is General Counsel to Sabre Technical Services, LLC. Ms. Cavanagh is an expert in complex insurance and indemnification issues and has been instrumental in securing protection for contractors, like Sabre, performing weapons of mass destruction work in Iraq. Prior to Sabre, Ms. Cavanagh was a Partner at Young, Sommer…LLC, where she specialized in toxic torts and pollution insurance coverage litigation. She is a former New York Assistant Attorney General and has extensive international experience in the field of environmental law and regulation.

Terrance Leighton, Ph.D.

Dr. Leighton was selected as the lead microbiologist for the response team at both the USPS Brentwood Mail Facility and Capitol Hill facility Anthrax Remediation.

Dr. Leighton has a Ph.D. in microbiology and is currently the Principal Staff Scientist at the Children's Hospital Research Institute in Oakland California and Professor Emeritus, Department of Molecular and Cellular Biology, University of California, Berkeley, California. Dr. Leighton specializes in large-area sporicidal chlorine dioxide decontamination technologies.
